扫描核心技能和项目技能文件夹中的SKILL.md文件，提取其YAML元数据，然后分别为每个文件夹生成一个索引文件，列出所有技能的名称、描述、ID等信息。
什么时候触发
当你创建、修改或删除一个技能时自动触发，或者当你手动要求重建技能索引时执行。
装好后可以这样说
重新生成核心和项目的技能索引文件。
用于手动刷新技能目录。
